Though there are some contracted postal locations that offer some of the services USPS offers, all mail sent will be processed by the USPS and delivered by USPS. Any certified letter sent to a Beverly Hills location will be delivered by USPS. One thing to understand is there are many "businesses" that attempt to impress people with a Beverly Hills address, yet all that exists is a mail drop, and no physical business. Just because a letter is sent certified, that doesn't mean it will be accepted or read. You want to make sure you're paying to get a copy of the signature of the person receiving the letter.
Here is information about one of the USPS locations in Beverly Hills.

So even if I mail my correspodnence from anotehr country certified does not mean it will arrive directly to the recpient?
Just because food is sitting in front of you, that doesn't mean you'll necessarily eat it. The mail will arrive wherever it is sent to, but it's up to the receiver to determine whether to open it or not.
Certified MailĀ® is a special USPS service that provides proof of mailing via a receipt to the sender. With electronic USPS TrackingĀ®, the sender is notified when the mailing was delivered or that a delivery attempt was made. A certified item needs a delivery signature; it can't be left in a mailbox or on a doorstep.
Therefore, if the person it is sent to is notified the letter is being held at the post office for signature, it's up to that person to decide whether to pick it up or not. The post office will not chase down the recipient. Does this company want your correspondence?
I used to get certified letters from a hospital for mundane information that didn't need to be sent certified, but that was their policy. I wasn't about to drive 20 miles up and 20 miles back, just to pick up junk mail.
