To me, it looks like the picture of a Beetle in front of a lit building (casino?) and therefore, I don't think much of it. The quality of the photo is not the best and to me, it is simply the picture of a common car in front of a common building. Thus, nothing really special about it.

The photographer should have taken a little more time to set his/her camera to night setting or perhaps low light setting and the quality of it would have been much better.

As a photo, it is way too dark, with incorrect whiteness and color balance. The car in the foreground is also not in focus.
