If time were to stop, everyone affected by the sudden halting of the time stream would be "frozen"; all of their neural pathways and chemical processes would be paused, but not stopped. In a sense, no, they would not be conscious, but that's only from the perspective of an observer in the normal flow of time. From their perspective, however, time never stopped and they were always in motion.
It's akin to asking "what would it be like, to live a whole human lifetime, inside of one second"?
I actually like this answer.
We don’t have a natural concept of time- we judge this by the light outside and other things, so us moving at our normal rate whether fast or slow, would not understand how this looks unless we saw videos of it or read measuring meters. Being halted could be just a slow movement until the next movement.

You can answer this more appropriately by asking what does the end of time look like?
is it the end of time of earth? End of time of a human?
If you mean a human and time is then stopped. It could be a moment of death or loss of consciousness. Or it could be a moment of no productivity. Time stops for the human? Or their actions?
If it’s the human it will result in loss of consciousness.
if it’s earth then it may be the halt of productivity on earth, the consciousness of things dwelling on earth, or the actual dismantling of earth. The earth can’t stop.
I wasn’t to say as much as it wouldn’t be fun to miss it, I agree I think for time stoping we’d be at a loss of consciousness.

I really want to say time stopping for humans are the moments their body is functioning because time stopped, so they’d be momentarily dead or something like a heart skipping a beat. This is all just speculation honestly.
if you think about it... conscience is a matter of perception...
so... our perception can stop way way before time does...
time and motion are not one without the other... not to our perception, anyway... lol
