Depends on the country and the situation. If it's in the United States and concerning you or your family as a potential lawbreaker, you don't talk to the police, ever. Your lawyer talks to the police.

Yes. On the biggest whole. Of course there are always corrupt officers here and there depending on time, place, country but in most cases a good encounter with police is extremely simple: just don't break the law.
