This is the Monumento a la Revolución in Spanish, Monument to the Revolution in English. It commemorates the Mexican Revolution. It also functions as a mausoleum for the heroes of the Mexican Revolution of 1910.

It bears a nod to the taj mahal with the dome top and blends it with romanised architecture beneath. I can see a plastic safety screen so I'm guessing its open to the public The balcony looks like its designed to give speeches from to people below. I feel it's modern function has probably shifted from the original but it doesn't look that old 200 years maximum probably lot less
