As part of maintenance, the building is stripped of climbing plants periodically. So can you guess when the last clearance was? That is how many years' growth.

If it's anything like the vines that climb my house I'd guess 5 years. But I have a different kind of ivy. I usually cut mine back every year. Sometimes I skip a year and it gets pretty out of control and even do some damage. It climbs approximately 1-1.5 stories per year.
That stuff hangs on tight to the rough brickwork. I use all kinds of cutters, wedges, chisels, hammers and pliers to get it off.
The vines are also full of snakes, but I rarely see them. The hawks manage to find them when they venture out.
Nature grows pretty fast, my guess is 10 years growth.
IT looks like something modern people would live to have do IT can't be very old.
