Stares like a creep?

All this guy at my uni does is stare at me when he sees me. No effort to stop or chat. Nothing. Just stare like a creep.
He was there in the library but was still not making himself approachable. I said hello to him and smiled to which he did say hi but why not make yourself available if you stare so much?

Instead, he speaks to those who gossip behind his back (he doesn't know about it though) . I ve started to dislike him a lot especially after I saw him talking to two people especially one girl who basically framed him as a cheater to me.
He talks to them rarely but I hate him now. What should I do? Or am I overreacting?

Should I stop paying attention to him completely?

Flat out: This dude is hella shy. He has *no* idea how to approach you or what to even say when he does.

If you think he's cute, break the ice.

Say something like "I've noticed you looking at me, but you never say anything. I figure that's because you're shy, so I thought I'd say hello first" and see where it goes. You don't need to say that verbatim, use your imagination.

He's not shy. He can talk to girls z knows he's pretty, does photoshooys posing like a model etc

shy. Learned that men who stare and dont do much either want the girl to chase after them, they arnt interested, or they already have a girlfriend. So just enjoying the view from afar

So what do I do? I said hi to him and smiled too. He's not shy though because he talks to girls, has had gfs before too. Though he is of a quiet nature but he stares a lot and he's not shy about it
