What is the reason for the month of February only having 28 days or 29 days considering leap years?

Every other month throughout the course of a year has 30 to 31 days.

To give each month a different set up. Who wants to have 13 months with every one of them having a Friday the 13th or starting each one on Sunday the 1st? It'd get boring.
A full year has 13 lunar cycles so, if the year was divided into 13 months of 28 days, every month would be exactly the same for 4 years in a row until leap year when it would all change ahead by one day for another 4 years.
So, rather than have 13 months of the same thing for 4 years, it was decided to split up the 13th month (so to speak) across the whole year giving most months an extra 2 or 3 days, thus keeping every month from being the same.
The reason for the 29th of Feb. is because it actually takes 1/4 more of a day for the Earth to make a full cycle around the Sun but, if that extra day wasn't added into the calendar every four years, the seasons would eventually go out of sync with how we recognize them. We might have Christmas in the summer by now, like they do in Australia.

One day was moved from February to August by Augustus Caesar so that August would be as long as July.

Its down to the Romans. It was the time of year they remembered the dead so not exactly a jolly time hence they created a short month

Because rulers do things to make their mark without actually thinking things through properly. If there were 13 months of 28 days then things would actually make sense.
