You gave the technical explanation already, in your update, the way I see it mods should have access to a fraction of the infrastructure that G@G is, for security reasons. So they should be able to remove a post from standard user's sight BUT the stored picture would be hosted somewhere else, out of mods reach/permission access?

I'm guessing that she posted the pic on some site like imgur/imgbb. Mods and Admin can remove the link from this site but we can't remove the photo from its host site, so of course the link still works.
