Depends on the context: when and how you judge others.

To answer this question, I think one would need differentiate between the dictionary/lexical definition of the word ("to form an opinion or conclusion about", which isn't inherently a bad thing, as sometimes it's a matter of survival; for example, doctors have to make life or death decisions through observation and by applying their own experience) and being extremely critical of every little thing and making assumptions about other people by projecting your own biases and stereotypes on them (eg. Assuming that making a nose piercing means someone is a slob or promiscuous, or a weirdo)... The latest is bad, because it stems from a position of arrogance and implies superiority by being in a position to judge.

We can judge others, but it is not necessarily bad, so long as we have the evidence, adequate information and reasoning behind our conclusions. I admit that I've sometimes been harsh in judging others too quickly without knowing them well, based on one single interaction and regretted it later, but I'm willing to reconsidering and changing my opinion, if presented with new information

It's fair but like someone else said, your feelings and judgement of someone shouldn't be forced onto someone else. Judging people's character can actually keep you out of trouble.
