In the movie, Felicia is a neighborhood crack addict, who is constantly trying to get people to "loan" her things that she can sell to buy more crack. And when people get tired of dealing with her, they always say "Bye, Felicia!"

"Bye Felicia" is like a funny way to say "get out" or when you say something stupid you'll say "bye Felicia" as a humorous "are you serious right now"

Something Ice cube says which he probably got growing up as it wasn't scripted nor meant to be in two films. It's also stated that black americans did use this term though I have no clue if they actually did. Anyway it became a known phrase to say towards a woman who is not liked for various reasons, the example in the first film is her asking for stuff to 'borrow' to then sell for drugs. White girls for sure would this term more towards a girl in a bitchy way.
