Nope, being consistently impulsive does not mean someone is dumb. They may : Be creative or high energy, think and act very fast, feel things deeply (emotional intensity), have strong instincts (even if they don’t always slow down to analyze). Or maybe they just have ADHD, trauma or stress. Or emotional sensitivity.
not if they still have their life together and can afford to be impulsive. if they always are impulsive and also broke and unemployed, i'd say they're probably either stupid or have psychological issues that need to be resolved. being smart doesn't save you from having mental issues. in fact if you're very intelligent, these issues tend to be much harder to fix.
No I don't. I think they just underestimate the consequences of their actions by being impulsive. My ex for example is very impulsive but extremely intelligent. I don't think being consistently impulsive takes away from one's intellect, it just makes them have poor decision making skills.

A lack of impulse control doesn’t indicate low intellect. A lack of impulse control indicates a lack of impulse control and nothing more. It’s whether or not those impulses lead to mistakes and how well they can fix those mistakes that are a sign of intellect.
