Yes.
All men are at least SLIGHTLY gay enough to understand what makes our own gender attractive, so in a sense we are all gay somewhat.
But aside from that no, it's not abnormally gay to recognize that attractiveness when we see it. Guys compliment each other's gym bods and dick girth all the time. I'm very willing to tell guys I meet if I think they are handsome, and I've never gotten a negative response.

Had a male coworker say that to me once but i think it was as a joke i did not take it seriously. But no, it doesn't typically mean their gay at all it's just a funny joke.
