Yellow or pink. Basically they recommend wearing anything that is bright. The brighter, the better. It is so that if there is an emergency that requires lifeguard assistance you are easily spotted.
They say to avoid colors like white, blue, grey and other soft colors that would easily blend in with the water, waves or sky. Green is another one unless it is a bright green. They sell these wristbands where I live for those going out on the lake or pools at large resorts. They are neon colors and serve the same purpose.
Probably yellow. Maybe white. Basically light and bright colors. Black, blue, brown, and gray would be horrible in this context. Pink could kinda work too I guess.
Definitely not red, it can attract certain sea predators.

You would want the complementary color to the blue water for best visibility ins case of an accident, so that would be a yellow/orange neon.
I would say pink. White and blue will be almost invisible, even at a depth of a few feet below water that is mainly blue (due to reflection of the sky).
Chartreuse, it stands out a mile in all conditions. Yellow is second.
Pink looks like it should but can actually disappear under low light.
Black just makes you look like a tasty seal.
