It's just not right that some people don't just pay you back as soon as they can without you asking them for it.

They are trying to get away without paying you back.

I would just puff out my chest and look at them right in the eyes and say "When can I expect you to pay me back for the money that was only a loan to you"?

you can ask. And I hope she will give back. If not… don’t ever lent money again unless you tell them it will be a 2% fee… cheaper than leanding from the bank.

I also learned in life. I either say no … which 99.9% of the to not lend money to “friends”. If I ever do… it’s a gift.. I don’t expect the money to be returned. Now that is a small amount. Say less than $100 usd
Anything more… it will have to be a written legal contract with interest.

You don't need to ask for it back when a higher position opens up, ask her to recommend you for it if she says "I dont know if I can?" Remind her about the time you lent her back didn't ask for it back because you knew she was struggling at the time and felt bad for her.

You go up to her and ask for it back or you save it for later when you want to get a promotion.
