How should a man who starved 71 cats be held accountable after prison?

In my country a man was infamous for leaving his cats at his house without enough food and water for 2 years causing them to be skeletal skinny even 6 of them died and rot till they have skeleton remains behind. Poor cats. What would you do?

Throw poop at him

Spit at him

Cuss at him

Glare at him but leave him alone

That honestly makes me sick to think about. Seventy one cats is not some small mistake. If someone knowingly left that many animals without enough food and water for years, with animals becoming skeletal and some dying, I think there should be serious consequences.

After prison, I would want a permanent or very long term ban on owning or caring for animals, along with probation and regular checks. I'd also want him to repay as much of the rescue and veterinary costs as the law allows. Courts can use no contact orders and restitution to protect animals and recover care costs in cruelty cases.

I also think rehabilitation matters. Not because it excuses what happened, but because if someone is eventually released, I'd rather have measures in place that reduce the chance of another animal being harmed.

And honestly, the cats should be the priority. They need medical care, food, safe homes and time to recover. Animals that have been badly neglected can have both physical and behavioral problems, so recovery can take a while.

I wouldn't want revenge on the person. I'd want accountability that actually protects animals from him doing it again.

Have him treated for mental illness. He didn't do this because he wanted to torture cats.
