In the American Boy Scouts, boys hold up that hand signal to indicate “Scouts’ Honor”, a pledge to be honest and forthcoming when it matters most. I suspect the Goochie Goos, or whatever, had a similar dictum.

I believe that is the old girl guides' salute from before they matched the scouts. So it is probably for memorising the pledge and law or for leading it. There was a scout badge of the salute that was for something like representing the scouts in the community or community contribution in the name of scouting, so it may also be for something like that.
At lunch, raising your hand like that is the proper way to ask, "Please Ma'am, may I have some more?" The badge was given if the girl actually got more food.
