Phone rang twice, then went to voice mail- why?

I was calling someone's cell phone, and it rang twice before going to voice mail. Normally it rings far more than twice. Why'd this happen?

Sometimes, SOMETIMES, it could be the signal. I've called friends before and it will ring once and then go to voice mail.

Sometimes, I ignore calls because my ringer annoys me or I'm in a no-phone zone. So don't sell yourself short just yet :P

Well I meant that if it rang twice they must have picked up their cell phone to see who it was then for some reason they ignored the call.
