i think false, because study shows that majority of the people who steals are more towards wanting the excitement than wanting the actual item being stolen.
so, if they knew they wouldn't get caught, then there will be no excitement in return, they will have lower temptations to steal.
If you consider our current world which you can get caught and be punished when stealing, suddenly allowing people to not get caught while stealing then yes, I will agree they will try to steal, but that's because the excitment has already built up from our previous restrictions, but in the long run, people will eventually lose interest in stealing and the numbers will be lowered.
However, if you consider a brand new world where people knew they won't get caught for stealing initially, so no one ever got caught in the history, then I bet most people will not steal.
it's the same idea as having an unlimited field for an animal to run, it will only go so far and it won't go to the further field even though there are more fruits there, but if you set a fence to separate these fruits, they will always want to break the fence and go to the further fields for the fruits

I would not do it, because it's not mine, and there are consequences for that. Even if there weren't any consequences I still wouldn't steal.
I see people getting in trouble because of it, and it causes me to not try it.
I would only steal my own things. That I own. and If I was starving or dying or what other situation that causes me to, I would resort to asking people.
I can support myself well enough to get myself the objects I need, so I don't steal.
Your question plays into a field in psychology actually! (: sorry to be a dork but if you look at Lawrence Kohlberg's study on stages of morality this is actually explained very well.
There is Preconventional morality Conventional morality and Post conventional morality.
The first is the "will I get in trouble?" thinking (the I won't get caught so I'll do it reasoning)
The second is "Is this right?" Or "Should I do this, if I'm being good?" thinking
The third is more of a look at morality in a global sense, considering whether things are just and fair.

No not necessarily well maybe 40/60. :D A lot of good people are out there that would be do it in a time of extreme desperateness but still many people wouldn't go it lol I always say "Mama didn't raise me that way"
haha yea I agree with you I mean I've stole a lot of stuff and only got caught once or twice but I thank most people are to much or a p**** or guddy two shoes to do it :)
