We all know there's a big difference between photographs taken for titillation and real believable behavior.  Your link clearly shows a photograph taken for fantasy.  The "Daisy Duke" cutoffs are far shorter than anyone would dare wear in public, let alone to a mall in broad daylight!

Not that many women wear shorts THAT short. That's pretty rare, at least I don't hardly see it. But women dress like that are hot and they know it. They feel sexy and want to look good.
