I think there should be some guidelines on what is appropriate and where. On the beach it would be quite conservative, considering that thong bikinis are very common these days. However, in the street it's less appropriate. Don't need to be seeing your ass cheeks when I'm shopping or going to work. Don't even know if you wipe properly or wash properly. All this ass worship, it might stink.
There are places that women must be covered from the top of their heads to their feel. And other places where they can be in public with nothing on. Then there are all the options between those two. So if they "can", then many will show a lot. If it bothers you, then don't watch them.

I might be a bit bothered if my wife did it to an extreme level, but we have not defined how revealing we are talking about. And most of the shorts revealing butt cheeks cover more than bikini bottoms do. So no, that would not bother me. With my daughter, if she is young, then guidance would be needed, but again, depends on how revealing we are actually talking about. And again I point out the bikini bottom.

Personally, I wouldn't raise her like that. I'm not going to give her a hijab but there are more appropriate shorts in the market which ARE still enough sexy to shine in the crowd.

What's modest here is sluttty there. By which standards will you uphold this oppressive law? And will you apply it to only the female wardrobe? Will men have to follow the same rules? Or even better, will everyone have the same set of government approved uniforms that can be worn outside? That way there can never be a debate as to whats good and what's not, if everyone looks the same.

Uniforms are oppressive, dress code isn't. Absence of standards would put people in an uncomfortable position and, most importantly, it is health hazard in a shared facility.

An old man with a jacket but no short so his beer belly was visible to all. In India, ad I understood, he'd be shamed. I work on a large university campus. Within the past few years, I've seen girls, sorority chicks mostly, come to class basically in lingerie with a jacket. Others wear short shorts like you described or leggings that are so form tight that you can see EVERY detail, front and back.
College is known for being the place to push and explore your boundaries, but even our strongly liberal profs have started raising concerns about it.
