How can I tell if you're being shy or arrogant?

Let's put it this way: If you're quiet and somebody saya hi and starts talking to you, and you keep the conversation going, you're shy. If you're quiet and somebody says hi and starts talking to you, but you ignore him due to the fact that don't like him for some reason (not by the inside , but by the outside/physical status), then you're arrogant.

hmm... that's a tough question, cause personally when I am shy and quiet, people also think I am arrogant, when I not.

I guess this is what I think: If you are being shy, you are shy... If you are being arrogant, you can be shy or confident, but with one thing in common, you have a rude expression on your face.
