What does this mean: "You seem like a good girl"

I was talking with this guy and he said to me that I "seem like a good girl." And then later in our conversation I was talking about money responsibilities and he said, "wow, you're such a good girl, it's unbelievable." What did he mean when he said this? Is it meant to be a compliment?
