No. To me it means that there's more than one side to them, that the person can't be pigeon holed,( which should apply to everyone) i.e nerd/jock/party/intelligent .Just because someone is good at sport, it doesn't mean they aren't also really into sci-fi , just because someone is good looking it doesn't mean they are incapable of holding a decent conversation. Everyone is layered/multi-facetted.

It means they keep a lot of themselves inside, close to the chest. It could mean they're guarded, and they're harder to get to know, takes longer to get to know them.

Look up Myers-Briggs personality test & see what personality type you are. "Layered" people are often introverts. They are hard to get to know in social settings, so 1-on-1 time is required to peel back the "layers" of their personality to discover how they truly think & feel about ANYTHING. I guess.. but I mean, I think it's kind of natural to have multiple personalities. I act differently at home as opposed to when I'm outside. Though, you probably could call him weird if it's extreme.
