I think that's tricky because theirs no way to fully understand what he may be saying there, and by your question I can't figure out if your dating already or not so I'm just assuming no.

If it were me saying it would be more along the lines of the friends speech, like it could look like this "I will always have a soft spot for you" meaning you mean so much to me and have a huge impact on my life but I don't want to lose you should anything bad happen in a relationship so I could never be more than friends.

or it could be that he wants to be in a relationship with you, but think he's already in the friend zoned him, so is hinting that he likes you and feels he always will, but will never have a chance.

or if you are already dating, I would think it would be a softening technique towards a break up if things are looking down in your relationship, however if things are looking up in the relationship he could be saying he will never let you go because you mean so much to him
