Without context, it's hard to say. Is it the deli man at the grocery store giving you a discount? Is it your grandfather or dad? Is it a possible boyfriend?

I think of the phrase "soft spot" as describing a warm affection rather than a romantic attraction, like a feeling we might have toward a cute puppy (no offense). I'd feel disappointed if a guy I really felt attracted to told me he had a "soft spot" for me. Like, really? That's it? I want him to be a bundle of nerves! :D I'd take it as a sign he didn't view me romantically, more like baby sister or something. That's just my experience with it.
