If I did that to my coworker or any girl for that matter, I'm interested in her. No way am I going to touch some girl friend's or someone I was interested in's hair for the heck of it. Touching, 9/10 times, is a major sign of flirting and attraction.
See if he does it with other people. He might just have absolutely no sense whatsoever of the concept of personal space.
If he doesn't - he likes you but hasn't told you for some reason.
