What does he mean when he says "I'm keeping tabs on you"?

My guy friend won't ask me out but he always wants to know who I am with and where I am at. I called him up one night and he said "Where are you going?" I said "Why?" He said "I'm keeping tabs on you" He said it real seriously. I just want to know what that exactly means? If it's alarming or not...ty!

I don't know the guy so I can't tell, but it could be he's trying to flirt or something, an awful way of flirting that is, or it didn't come out right like it sounded in his head. Do you notice anything else suspicious about him? Other weird behavior? I can't tell just from this if it's something to be alarmed about. Maybe it is a good idea to be cautious anyway until you find out what it is.

The only other weird behavior he has is that he always wants to know where I am going and who I am with. He doesn't really question to the point where it's creepy, but he'll question me and my where about to some extent. He has asked me out but I declined I the past. He is usually just friendly, but he is weird about other guys, and I just don't like that he said he's "keeping tabs"

He's probably just feeling disappointed you turned him down and now is awkward about it because he still likes you. You can expect this stuff from some guys so I don't think it's something to be afraid about, just more cautious. Also, don't make him angry or anything, which will only provoke more weird behavior, but most definitely do not lead him on or make him think you're leading him, so be very careful how you behave towards him.

If he won't man up and ask you out then you don't owe him an answer. But to answer your question it sounds like he is being passive aggressive and he wants to date you.

Imagine if you two were dating and he would always be like this. This would be a huge red flag to me; if I were in your shoes I would run away and not look back
