That's kind of hard to interpret. I would take note of the tone she used when she said it, body language, facial expression, and context of the situation. Generally, "whatever" would mean "it's no big deal" which is pretty much the same as water under the bridge, especially if she seemed indifferent about it, and shrugged it off. Either way, in this case, you don't want to be pushy with your apology, so I would just leave it alone and see what happens. You did your part by apologizing, and if something is still bothering her, it is up to her to talk to you about it.

I agree that you have to look at how she said it. If she laughed she probably means it was whatever and not important so don't stress about it, but if she seemed serious it could mean that she's still mad about what happened but doesn't want to talk to you about it right then.
If it's the second you might want to tell her that it does matter to you that she's happy and that you are truly sorry for what happened.

She probably just doesn't care anymore about the situation. It may still bother her but it sounds like she just put it to the side and didn't accept ur apology.
when I say 'it's whatever' after a guy apologizes to me, it means 'don't worry about it. it was a small matter'
It means she doesn't care.
