A guy claims he likes me but wants a no strings attached relationship. Does this make sense?

I have been talking to this guy for about two weeks, we met at school in April and started talking in July. And so, during a conversation, he offered a no strings attached relationship because he claimed he can't be tied down. But here's the confusing part, he says he likes me. I personally don't think its possible to like someone and offer a no strings attached relationship, it makes no sense! And problem is I like this boy and for me a no strings attached will not work in my favour!! What do you think guys? What do I do? Does he really like me?

Don't fall for it, he just wants sex. Guys have told me this too that they were seriously into me and wanted to be in a "relationship", but when I declined that they wanted the friends with benefits part meaning they couldn't care less about being in a relationship with me as long as they got the sex they were good.
