"I'm sorry for how things turned out"... what does he mean?

Worst apology ever!! Aren't apologies supposed to be about taking responsibility for what you did? This is a cop out. About 3 weeks ago me & my boyfriend of a little over a year broke up. We had an argument which resulted in him saying that I wouldn't hear from him again. Last night he randomly texted me "I'm sorry". I asked "For what?", he said "that things went bad". He still doesn't want to engage in a conversation with me though. Why apologize now? I'm almost offended, like he feels sorry for me, as if I'm sitting around crying over him lol. Why be sorry if nothing has changed & he still won't talk to me? Things didn't just go bad, he made a choice, he doesn't get to be sorry!! What does this even mean?
