He seems emotionally damaged. Perhaps from a previous relationship that ended badly?
Not wanting to "comit" but also wanting you to be his wife? It's almost like he is trying to tell you how deep his feelings are for you but doing it in a way that he thinks will eliminate the possibility of rejection by stepping around the "dating".
I would highly recommend having a deep heart to heart with him. He could be scared or unsure but if you are serious about him, you should make an effort to open the lines of communication, try and get to the heart of the problem and ease his fears if possible.
He also might be hard to talk to because he is unsure, so I would approach it like YOU are the one who is unsure of how he feels. If you open up first he is more likely to reciprocate.
