I would say yes he is. No Guy or Woman keeps pictures of members of the opposite gender unless they had a thing for them. I wouldn't even ask him about it, because most likely you will just get stories and denials. I would just say to him that you feel you need to take a break so he can decide which he wants. Not to mention the fact that there is no telling how many other Women he has "collected" (pictures-wise) over the course of seven years. And the fact that you have been together for seven years and he has not proposed (I'm going by the fact you used "boyfriend" and not fiance), tells me he would rather "look" towards others on the side than emotionally commit to you.
But at this point, I wouldn't count on a future. He will either make an excuse to break up, or you will get to the point of saying "enough" and insist you go your separate ways. Personally, I would break free and move on with life!
It is natural that your boyfriend is attracted to your sister, after all she is like you. However, if she is sending topless shots to him, then you have something to worry about. I would find out if the attraction is mutual before going any further. They may be, as they say, just good friends.
Ask your boyfriend why he has pictures of her on his phone? Tell him that you don't appreciate him lusting after your sister and your uncomfortable about it. If he says it's no big deal tell him it's a big deal to YOU. And he needs respect that. Also don't let him anywhere around your sister. And if he keeps on screenshotting pictures, I would tell your boyfriend to block her. Or talk to your sister about how you feel and maybe she can block him. If he can't respect that, it's definitely dump worthy.

Well I'm guessing he has a strong sexual attraction to you, its not that weird that he'd find other members of your family cute, doesn't mean he'll act on it.
