Emotional cheating only is classed as emotional cheating if you've established a long emotional, romantic and sexual bond with that person for the sole purpose of bedding them, or having another romantic and sexual relationship behind your other half's back. Talk is talk in my mind, and if it's brief a relationship can be fixed. However, if that talk has gone on for a long time, and then leads to physical cheating via kissing and sex? No, there is no return from that hole. My advice to you with this guy, is to cut him off. He's made this problem for himself, who knows he may have had his reasons? But overall, even if his girlfriend was toxic, cold or abusive, he should have broken it off, instead of carrying it on and then becoming romantic with you. I say keep a calm head and carry on with what you are doing

Having been the guy in this situation, you should be upfront and tell him you don't want to be in an affair. Because my girl-friend/whatever began ignoring me and it hurt without knowing why. I thought we were close friends and I did something wrong. For reasons unknown, she resumed a friendship with me. Ironically this event made me realize we both had feelings for each other and I told her clearly we needed to stop.

There no thing such as "emtional cheating". It's a term that's made up to be used by jealous partners. It's natural to be attracted to other people than your partner. If you feel that you cannot control yourself, you're probably making a good choice in ignoring this guy. Starting to go behind your partner's back is a recipe for a frustrating and fruitless relationship.
