What do you think of people who have never been in a serious relationship?

We've all been in that situation before we had a serious relationship. Hopefully, potential partners will be patient and considerate and help them discover what healthy relationships are all about. There are always reasons for people's choices, so reaching out to understand those reasons can make one a better partner. When people judge someone for not having a relationship, those people are not ones you'd want to associate with.

I feel its only an issue of something deeper when someone hasn't been in a relationship by at least late 20s or early 30s.

I haven't, i think they are the most serious people which is why they care enough not to jump into anything
