From my experience those are mostly people themselves who want to be classify to a certain race, possibly because everyone feels a need to affiliation to a some group. I was surprised that Americans (mostly Democrats) classify "Latino" as a race. It doesn't really make sense - some Latinos look very European and have light skin, some look very African and have a dark skin, and some look very autochtones. Latino is a mixture, you can't put them all together. Only think that is similar for them is culture But people made this because they feel a need to have something they belong to.

@WonderBell99 Republicans too, sure, but Democrats from my experience more often, because "racial" minorities are their main voting base. "White" people mainly vote Republican while "Black" "Latinos" and "Asian" mainly vote Democrat. So they divide people to have a voting base "if you're x you have to vote for me, because all x vote for me". But I wouldn't really want to go deeper in politics.
