Why would he ask for my number if he is not going to call?

so there is this new guy at college i don't even know him but be he is so bold like i the first time i saw him we just had conversation about class in group we didn't even speak tl each other then the next day he see me he hugs me warm like he actually know me

ps he doesn't know my name

Then the next day he hugs me and ask me for my number i gave him but he didn't call neither text me but the way he asked me looked like he would

When i saw him for the 3rd time he ask my name when i ask him his name he refuses and says "you should not tell someone you like 'your name' " and he told me he would text me he even tied my shoe lace that day

But He still hasn't texted me and I'm thinking he is just acting interested to manipulate me and he does not have any interest in me

Any thoughts?

There could be so many reasons but honestly he may think you were over-eager, and that sucks the thrill right out of the chase some men love so much. I only even wonder if that’s the reason because you don’t know each other’s name, yet you gave him your number the second time you met and let him flirt you up, tying your shoe and whatnot. Another reason is that you are not the only woman he’s gotten numbers from. He’s new to school, which mean new potential and no one with a knowledge of his past. He may have been a player where he’s from. When he gets around to texting I wouldn’t respond, not right away at least.
