I look them in the eyes and it scares me. Then I look at their breasts, then their crotch. I don't even want to, I just do. Then I have to stare into the distance and occasionally glance at their general face. Why can't I do it?
I know what you're talking about , I used to be really bad. Looking people directly in the eyes is very personal and can feel confrontational. I started just doing quick glances where our eyes meet and then look away. Do that every time you're talking to someone and do it repeatedly during the conversation. The more you do it the more comfortable you will get. You'll be able to maintain eye contact longer and longer. I'm still not extremely good at it, but I'm a lot better than I used to be.

you answered your own question. it's because you're scared. you have to build your confidence in others by socializing more so you can carry yourself in the way you desire.
