Unless the cheater is a total ass hat, yes, because there's something wrong with the relationship that makes someone seek love or needs elsewhere.
The cheater is always wrong.
The cheated might not have been attentive or present or what have you, but in thw end the cheater is at fault
People usually cheat when something is wrong with the primary relationship.
