Let’s say someone is divorced for a not good reason and with somebody else or let’s say they’re not married at all and just by accident. So you’re basically congratulating someone for being successful at having sex. That’s not really an actual achievement. Anybody without fertility issues can be irresponsible and get pregnant or get someone pregnant. Not to say you shouldn’t say congratulations in a lot of circumstances but when people do it in every one, I don’t think that’s reasonable.

You’re not congratulating them for ”being successful at having sex”, being ”successful at sex” would in my mind be reaching orgasm but whatever, you’re congratulating them for their dream coming true or going through one of the biggest events in their lives. And even if there was no work involved you congratulate people for a lot of things that they didn’t do anything or much to achieve. Like congratulate people on their birthday, for winning the lottery or games all down to luck etc. And getting pregnant is not always easy anyway even if you have no fertiliy issues. It can take up to a year of proper trying and that’s considered normal. Trying month after month and getting your hopes up only to have them crushed every month is heartbreaking.
Not all of these people should be pro-creating
Not me.
