Boyfriend is afraid of me. need advice?

I recently took back my ex after a year of a breakup. He is struggling financially and I asked him to think about moving in together. He told me that he’s scared of me. He thinks I would call the police on him if he had arguments. Take his home away from him and etc. how are we supposed to move forward if he’s afraid of me? Why let me come back if he feels this way towards me. I feel sad now. I need advice please.

What’s happened in the past? Have you called the police on him before? And if so, what for? Is his fear justified or is he just playing the victim? Need more context.

I have never called the police on him. He was the one who call the police on his wife at the time. She was cutting veggies with a knife and thought she was going to attack him. The separated and she wanted him to give her the house. So him being afraid of me is probably all excuses. He did say because I broke up with him for a year that he’s afraid I’ll do it again.
