My girlfriend said "I love you" and it's a big deal because she didn't believe in it before me how serious is this? What is the next step?

I love her too and it's pretty cool to find someone to love.

Do I wait a few months to propose? Or what is the next step as I don't really get love, marriage, etc?

That's great, but don't get too far ahead of yourself. Just because she loves you and you love her doesn't mean you automatically propose. There are other things to consider, like do you want the same things out of life, do you both agree on having or not having kids, on where to live, on what religion you'd raise your kids with, finances, etc? Do your families get along? Do your friends? Do you have similar life goals, or would you be willing to support each other with theirs even if it meant giving up one of yours? I'd love to believe that love is always enough, but there are far more things that need to be considered before getting married.
