Let me give you the definition of "flirting":

"a sexual behavior involving spoken or written communication, as well as body language, by one person to another, to suggest interest in a deeper relationship with the other person".

Now, we all know what the meaning of "deeper relationship" means, right.

If you are in a relationship and you hide your flirting from your partner, then yes, it is unacceptable because flirting in this case would be considered emotional cheating.

Emotional cheating is the first step towards physical cheating. All physical cheating have a start in emotional cheating.

It does not matter whether you flirt with someone you know or not. It is the act itself that is unacceptable if your partner is not aware of you flirting or you do it behind his/her back.
