Someone told me she is Hebrew but not Jewish. What does she mean by that?

Probably that she's not religious. But "Jewish" is both an ethnicity and a religion. There are people who will tell you that they are both Jewish and atheist. Belief in God is not a requirement for participation and acceptance in the Jewish community. I recently read an article by a man who converted while not believing in God. That was no bar to acceptance.

Most people that claim to be Jews today claim to trace their lineage to the tribe of Judah. Some claim to be of the tribe of Benjamin which was absorbed into Judah. The Kingdom of Israel is much larger than the current state of Israel...

Yes. There’s plenty of Christian and atheist Arabs. And there’s also plenty of Jews who aren’t religious
