No, it is odd. Relationship quality time needs to be prioritized unless there's like an emergency... I can't imagine why every week. I would suggest to have a talk because that isn't okay. I always think of dating like friendships, it be rude to cancel on a friend every week... no? lol.

It shows lack of commitment for sure, so no definitely not acceptable with me unless there's a good reason behind it (ex: they recently lost a loved one or something similar). Relationships are about compromise, so if your partner can't compromise on at least showing up for half the dates/plans I don't think they value you and your relationship that much.
