Yes it is possible he put his friend up to it to see how she would react. It's a very stupid game to play though, because these things do sometimes backfire!

By flirting with you in front of you and his friend, It is out in the open. I'm a flirt too. I do the same thing. When things are out in the open, nobody gets the wrong idea. It is just harmless fun!

You asked "why" would a guy flirt with his FRIEND'S crush, right? My answer to "why" is either he's trying to help his friend look better in her eyes by making her think "he has nice friends", OR, he can see she's not really interested in his friend, and he's interested in her, so he's testing the waters. That's my helpful analysis. :)
