It depends on who is saying it and why. I think sometimes it is just something says to make you feel better others I think they mean it and see you go through crap you don't deserve. Honestly on your update I would believe it more from a drunk person most people speak the truth when they are drunk.

I'm often guilty of telling people that when they ask my advice on bad relationships! I just don't see why anyone has to settle getting hurt. Maybe it isn't my place to tell them, but somebody has to or they will never gain the confidence to at least TRY and improve their lives.

They’re right. People usually say this when they can tell you’re not in a good place or not treated right. It’s coming from a good place looking out for you. But I know it will be hard for people to take this in and may be in denial.
I'd assume they were being more honest if they were drunk, but I'd think they were being honest either way.
If someone told me I deserved better, it would make me think. I know it made me think the last time someone said that to me.
I would take it as a lame excuse because only people who are afraid to be honest for whatever reason and I think it's totally a dick move
