“you deserve better”?

I dated my ex for a year before we ended, he’s a pretty insecure person & has messed up a lot with me in the past & present day. He tried to make a lot of things better but it’s really hard to move forward because the problems we’ve had & have are pretty bad. So we were on the phone one night & everything was fine but he started getting in his head about himself, getting insecure with himself. He slipped out & said “you deserve better”, I knew this was an instant red flag… I asked “should I go out & get better?” & to my surprise, he didn’t get mad at that he was silent then said “it’s up to you”. I immediately got an unsettling feeling, we are in love with each other despite the problems so you can imagine I was taken back & started crying, I couldn’t believe what I had heard. I hung up & he called back, I was balling my eyes out, processing what he just told me, he said babe, “I’m so sorry baby, I didn’t mean that, I fucked up. I meant to say that I want to be better for you.” I was like ummm but that’s not what you said, you said it was up to me to go find it….”idk that’s not something anyone wants to hear from their person so then I continued & thought to myself sad as fuck & said “maybe we should go separate ways…” & immediately he was like “what the fuck! no! why would you say that, no, no, I fucked up, I’m getting into my own head, I thinking too much, I’m just feeling too insecure right now & I fucked up. I want to be better for you.” At this point I felt so weird because I know when a guy says that, it’s a red flag, either he’s trying to slowly break things off with me, he feels he can’t fulfill me & is giving up or he doesn’t love me anymore…. Please someone explain based off what I shared which reason could it be? We are so in love, I got that answer from him but another problem arose & eventually I had to break up with him…. This conversation still comes into my head
