I am noticing a pattern in your questions. Just tell her. Let her decide if you will move forward. If she says yes, at the start of the relationship tell her you really like her and if it doesn't work out you will still want to be friends. If she says no, tell her you understand and hope it doesn't change your friendship.

You will never know if you don't try and if you don't try you may regret it. And remember there are other fish in the sea, but you have to cast your line if you want to catch one.

I completely understand doing that and it often is the best way for me to move on but I know she doesn't like me. She's "dating" our friend. I still want to be her friend and I'm okay with not dating her.
I just need help on moving on emotionally. That's been the hardest part.

Then I would just try to avoid being in her presence and be open to looking for someone else. And internally say to yourself if it's meant to be it will be.

I got back with a highschool girlfriend after 20+ years with that in mind.

I wouldn't be friends with them anymore. Because I don't fall easily for someone. So if she made me fall for she had intentionally intent in doing so. And why would you want to be friends with someone who uses thier friends like that.
