A little girl (in her 20s) lives next door to me (apartment) every single day I’m tapping the wall where I believe she’s to loud. She responds by blasting music. During day I hear her talk on the phone, watching tv, fiddling around in her closet in the morning, talking to her tutor just all around loud person. I tap on wall she turns up the volume she’s already called security on me twice. I like to keep my space quiet.

Yeah you are in the wrong place and not much you can do. The police aren't gonna do much based on noise ordinances (assuming you are in the US). It really sucks. a female in her 20's is not a little girl. you live in an apartment. expect there to be noise from your neighbors. if you don't want that, then get a house. this is normal for apartment living. there is no quiet space in apartment living.
